Can two people receive a work request confirmation email?
When a client enters a work request via a form, there is an option to for them to request a confirmation email. Can that confirmation be sent to two different people? For example, support staff usually enters the work request on behalf of the subject matter expert. We have two fields, one is the "POC" (the subject matter expert) and the second is called "Created by" and that is the admin who created the request but who will NOT be our main contact. We did this because often we would call the "client" and they would have no idea why the request was submitted. We could then tell them it was submitted by "XXX" on their behalf.

Yes, you can use a Workflow and so-called helper columns to send an alert to multiple people.
