Sheet Sharing Problem

I've shared a report from a Workspace with collaborators (not licensed) and the report only shows them a blank template. All information from the master sheet is missing. What is causing this?

I also tried creating a copy of the report and moving it out of Workspace and shared, with the same result.

That is correct.

They will need access to the underlying sheet(s) that are used to build the report. If you do not want them to have access to the sheet(s), you can publish the report and send them the published URL instead.

The Published URL would be view only correct?
