Summarizing information with COUNTIFS and CONTAINS

I am trying to summarize information on my sheet with the following:

COUNTIFS

The CAPABILITY Contains "Development"

State= Green

Cross-Functional Team or Activity= INTEROPERABILITY

Can someone help me with a formula?
