How to ensure you receive all webhook callbacks when multiple changes saved to smartsheet

When a user changes a picklist value in more than one row and saves their changes, I only receive the status change callback for the last row. For example, if a user changes a picklist value in rows 2 and 3, I will only receive the status change callback for row 3.

What steps can I take in order to receive all callbacks?
