Lets try working in some "@cell" references...
=AVG(COLLECT([Elapsed Time]2:[Elapsed Time]73, [IRB Approval Year]2:[IRB Approval Year]73, @cell = 2017, [Study Type]2:[Study Type]82, @cell = "Prospective Observational"))
I just copy/pasted this formula from your previous post and noticed that your ranges do not match in size. You have two ranges going from rows 2 - 73 and the third range is rows 2 - 82. Make sure your ranges are matching in size.
