IF statement to update "Health" column base on "State" and "End Date"

Hi everyone,

I'm trying to create a formula that: If state is not complete and end date is in the past, then health column will show ⏰

State - Drop Down menu: Complete, In Progress, At Risk, Blocked, Not Start
