Lock Filter option in Collaboration mode

How do I lock the filter option when there are other collaborators to prevent changing the order of the sheet but still allowing cell comments?

Hope you are fine, the following permission is allowed for licensed users with editor or admin or owner level. please read the following article it will help you "Sharing Permission Levels"

1- Filter data in sheets with the "Unnamed Filter".

2- Name filters to save them

3- Apply saved filters (not available in single-user plan types)

and the following permission is allowed for licensed users with admin or owner level

1- Create, edit, and delete shared filters (not available in single-user plan types)*
