I'm having problems creating Google/sheets to capture hours/minutes for 20 CERT members.

CERT (Community Emergency Response Team) is group of volunteers working for city fire dept.

I have a Google/sheets to capture individual start times (military, no colon), end time (same), and duration time. At the bottom of the column, I want a total hours to submit for insurance purposes. I want the 'duration time' column to be calculated, not entered by person.

If 'end time' is 1915 hrs, and 'start time is 1530 hrs, answer should be 3:45, or 3.75, but it's not.
