Can the range for a function be referenced?

I have done a lot of work to set up a specific automated counting system. The last piece of the puzzle is being able to use a reference instead of "Hard Coding" the range.

I have set up two columns on the side:

The first is name of the range of cells I want.

The second is the range of cells with a concatenated counter moving the last number up each row.

Is it even possible to reference another cell to get a range?

Ex: Countif(row2,"Hawaii")

Note: The states are in column5
