IF(Completed29=1, TODAY(), WORKDAY([Install Start]25, +5))

This formula must be placed in a Date formatted column.

If Completed29 is the active row, consider using Completed@row instead of calling out the individual row number. Where possible, @row is a more robust way of writing formulas.
