404 unauthorized error when establishing a communication between smartsheet and jira which is on the AWS, is this a known issue ?

There are many possible reasons for a 404 error when connecting Jira and Smartsheet. If your error is stating Unauthorized, I would recommend ensuring that the email/account/user who is setting up the connection has a License in Smartsheet as well as access to the project you're connecting to in Jira (see: Smartsheet for Jira Connector: Overview and Jira Connector Firewall FAQ (Self-Hosted Server)).
If you can confirm that's correct, then please work with Smartsheet Support in order to determine the root cause of the error. They will likely need quite a bit of information from you, such as screen captures or a screen recording and a WEX file, so it's best to troubleshoot this in a private channel.
