Is there a formula or existing function to indent only blank cells in a column?

There is not. It would be a manual process.
Feel free to Submit a Product Enhancement Request when you are able though to let them know you would be interested in that particular feature.
Come see me in Seattle at ENGAGE 2024! I will be at the 10xViz partner booth throughout as well as the "Lets Talk About Community" Meet & Eat table on Tuesday from 11:45am - 12:45pm!
