How do I do A formula that will
If Date Poles Completed is a date then Completion Column will Read "Completed" and if Date of Poles Completed is blank then A will also be blank

Completion is "Completed" then Invoice Status becomes "To Be invoiced"

You only need a basic IF statement for this.
=IF([Date Poles Completed]@row <> "", "Completed")
