Currently I'm a dynamic view Admin user But in Dynamic view don't have settings option...

If you are not the owner / admin of a view, you will not see the settings icon. Same as Smartsheet, the access varies by each view.
If the owner of the view has added you as a "Shared User" , you will not see the settings icon.
