API output to .xlsx using rowsModifiedSince

Is there a way to force the API to use the rowsModifiedSince parameter? Using JSON content type, it returns the filtered rows, but when I change to application/vnd.ms-excel, it includes all rows

No, this is currently not possible; the endpoints for Get Sheet As CSV/Excel/PDF don't accept any filtering or query parameters besides paperSize for PDF. Please let the Product team know of your feedback and use-case by filling in this form, here.
