Getting Message Column Formula Syntax Isn't Right

My formula works fine but when I try to make the column a 'function column' it gives me the 'syntax isn't right' error.
=COUNTIFS([Request Code]$1:[Request Code]@row, [Request Code]@row)

For the converting to column formula you cannot have hard references to cells or partial-column ranges like you have in the range specified.

Do you have an alternate suggestion for a formula that will result in numbering (Breakout Item # column below: 1, 2, 3, 4...) based on the number of times a value in another column (Request Code) appears?
