The list of actions you can take with Smartsheet using Power Automate can be found on Microsoft's Power Automate page, here.
You could use a workflow directly within your sheet in Smartsheet to send an email when an attachment is added, see: Overview: Automated workflows and Action Blocks: Specify What Kind of Automation is Triggered

API to modify FORM "Label"
