Lock Filters in Reports

We have 14 licensed Users. Not exactly sure how WorkApps works. But we would need to restrict permissions to 5-7 licensed users and some unlicensed users.

Yes, you would need to upgrade all of the licensed users + those that need access that doesn't have a license today, so the investment would at least be approximately double what you have now.
