I have a report I sort by Group, then by Name. Can someone explain why "Farmer" is at the bottom of Group A instead of where it should be alphabetically?

I'm guessing it might have something to do with the hierarchy you have under the Primary column. Check the Farmer parent and child row relationship for any irregularities that make it different from the other rows in Group A.

These are moved to this master sheet from each employee's individual sheet. His parent row is not under any other. I also double checked his individual sheet to be sure formatting was correct there as well and can't see any irregularities when compared to another individual's sheet.
