Unfortunately there is currently no way to use a formula to populate multiple useable contacts in a single cell.
Depending on how many variations you have, you may be able to use automations.

It looks like your reference table is housing contacts. Is this correct? If so, are you wanting to pull them into the target sheet as usable contacts, or do you just want them listed for visual/informational purposes?

Hello @Paul Newcome , thanks for looking at my questions.
I would like the contacts to be usable contacts in the target sheet.
The grand plan is to use the contacts column of the target sheet in a dynamic view to restrict the view to only those people listed in that column.
