Comma in the wrong place on one user's view only

I have a really strange problem. I have column formatted for US currency, and there is a comma in the wrong place only on one user's view. My view looks fine. I have deleted his access and reshared, reformatted the underlying sheet and everything else I could think of, but it's still in the wrong place. He has Editor permissions and really doesn't know Smartsheet, but I am the Owner and I would think changes I have made on the sheet and report would override any weird formatting he may have inadvertently done. Any ideas? I'm stumped.

Might it have something to do with the user's Regional preferences? He can set this under his personal settings:
