Formula to reflect values that goes beyond the sum

I am looking for a formula that could reflect that no more projects can be added if :

Sum of "Estimated workload" is equal to 100%, against the "Responsible" person.

IF(SUMIFS([% Estimated Workload]:[% Estimated Workload], 
Responsible:Responsible, Responsible@row) > 1, "Full"
