Auto check complete when Percent Complete reaches 100%

Is there a way to get the "complete" column cell to auto check when a "% complete" column cell reaches 100% for that same row?

To add to Paul's excellent advice/answer.

If you're using the Dependencies feature, you can use a Workflow combined with the change cell Action instead.
