View Formulas for Unlicensed Users
Greetings,
Do unlicensed users have the capability to reference a formula of a locked column/cell? Or is this a feature only visible by licensed Owners/Admins?

Yes, any user that has access to the sheet, regardless of plan type or sheet permissions, can click on a cell that houses a formula and see what that formula is.
You can test this by Publishing your sheet as Read Only, then take a look at that published link from an Incognito browser tab.
Whether or not they can edit the formula is a different conversation! This article has more details: Formulas: Reference data from other sheets
