Dashboard and report view

Hi, I created a dashboard with a chart widget and when you click within the chart, the viewer should be taken to a smartsheet report; however, when the viewer clicks the chart and it taken to the report, the report is a blank grid. There is no data visible for the unlicensed viewer. Can you tell me when needs to be done to allow the viewer to see the contents?
