HELP: cannot "manage references" because it is greyed out!

I cannot manage a sheet's references because the manager is inaccessible; as you can see it is greyed out. How do I fix this?

Check your permissions on the sheet. "You must have Editor-level sharing or greater permissions on a sheet to edit the reference. You must also have Viewer-level sharing permissions or greater on the sheet containing the data you want to reference."

I am an editor. Weird. Should I ask to be escalated to Admin?
