Resource Management Pricing?

I need further clarification on the pricing for Resource Management. I've been told that in order to sign up (within an organization) there needs to be at least 45 people signed up at one time. Can someone verify this?

Resource Management by Smartsheet pricing is dependent on the organization’s needs and doesn't require at least 45 people to sign up to get started.

The first two parts sound about correct, but the minimum of 45 people is incorrect (at least to my knowledge, and it's not that long ago I sold the RM package to a client of mine)
