AVERAGEIF returning unexpected value for a % column
I'm trying to create a sheet summary of Progress % for independent rows that are related to each other--
The average % should be 67% when, but the sheet summary formula (below) returns 0%
=AVERAGEIF([Progress %]:[Progress %], [Strategic Initiative]:[Strategic Initiative] = "1. Drive growth by delivering prioritized customer outcomes")
I could just child rows and AVG(CHILDREN()) but that defeats some of the other work that I'm trying to do--especially w/r/t publishing to a dashboard...
Any suggestions?

=AVERAGEIF([Strategic Initiative]:[Strategic Initiative], "1. Drive growth by delivering prioritized customer outcomes", [Progress %]:[Progress %])
