Conditional Fill is Not Working

Is there any reason why I can't get this to work? No matter how many times I close and open the sheet, the Timeliness field is still blank. It has a drop down list of either Late or On Time.

When you were testing your automation - did you have the automation set up prior to 5pm and did you open your sheet after 5pm (I see the time zone is pacific time)?
