Grouping/Counting Multiple values within a cell

How do I collect and count multiple and single values within a column? For example, below I want to identify in a report how many Incidents by type have happened. Though, each listed is slightly different. How would I do this?

Give an example that would be your desired output based on the information in your screenshot above. You'll probably need to change the Sub Incidents column to a multi-select drop down column or the one with 2 property damage numbers in it won't be able to be separated easily with a formula.
