COUNTIFS where one criteria includes HAS

Good morning, Community! I could use some help with a formula. The yellow below should return a count from the **CBO CBA Case Tracker where (1) CPA Provided includes the CBA Provided sheet and column for that cell AND (2) if the CBA Provided Phase column on the **CBO Case Tracker sheet is Phase 1. I'll copy and update the Phase 2 column on the CBA Provided sheet. I thought that because the CBA Provided column on the **CBO CBA Case Tracker was a multi-select, HAS was the appropriate choice....but when I add that criteria to the formula, that's where the invalid operation comes in.

I could really use an assist here, please :).
