How to use symbols with formula
=IF(["Will Call" Trips]@row < ["Will Call" Goal]@row, "Yes", "No")
What do I use if I want the symbol to be Hold if the answer is zero?

Try something like this. (You need to have = for IF formulas. Bolded below.)
=IF([Task Type]@row = "CIPP", 265, IF([Task Type]@row = "Tunnel", 600))
