How do I get the row ID of the first row of a sheet?

Is there something in the Smartsheet APIs that I can get this information?

Right click the row, and select "Properties" from the list that appears. The Row ID will appear with additional row information.

I need to get the first row's row ID programmatically (Smartsheet SDK), not through the web interface.

I asked Smartsheet a while back, they did say that It's doable with API,

I don't have more information on that.
