Windows 10 Touch Pad

Can't get the two finger touch pad scroll to work with the Gantt charts.  It works every where else, including scrolling through these discussion topics.   On for the Gantt chart, the whole chart moves slightly up and down as opposed to the rows scrolling.  Anyone else have this problem?
