If I wanted to count the # of cells that have both "Health" and "Higher Education" in that one column, how would I structure my Countif formula?

Try something like this.

=COUNTIFS([Industry/Sector]:[Industry/Sector], AND(HAS(@cell, "Health"), HAS(@cell, "Higher Education")))
