Need a COUNTIF of "% Complete" cells that are either blank or less than 100%

Try something like this.

=COUNTIFS([% Complete]:[% Complete], <1) + COUNTIFS([% Complete]:[% Complete], "") - 10

Question - why the "-10"?

The -10 is because Smartsheet always adds 10 empty rows at the end of the sheet.
