How a parent row can inherit cell data in row below

Hi Community!

This seems like an easy one. I would like the parent row to inherit data from child row immediately beneath (with the exception of the Primary column data). Is there a formula or other function to inherit so that if data in first child row changes, the parent row does as well?

Is there a way for the Start Date and Finish Date to automatically populate under each blue heading? We want the Start Date to be the earliest date and the Finish Date to be the latest date.
