It works for me. Do you have variations of the same name (ex. FirstName LastName, FirstName.LastName, firstname.lastname@domain.com) where you are looking for one variation, but other variations of the same "assigned to" are actually populating your field?
If this is what you are referring to, it's a known issue.

I use "assigned to" "is one of" and just include the other variations of the name. This can also help to filter multiple contacts.
I believe the issue is that the criteria 'is one of' doesn't work across all sheets; according to Support, they are "still investigating a bug causing this behavior."
