Is there a way to remove the conditional format from the parent row? I want the parent row color to stay a specific color, regardless of the dates, etc. See sample, I want the blue to cover the full row.
Fastest way is to add a condition to the conditional formatting rule like below image.
In your case this would state: "If 'Checkbox Column is Checked' and 'Status is not blank' then apply 'this format' to the 'entire row'.
This may not be the best way to do it but it is the fastest workaround that I can see just glancing at it.

Depending on your conditional formatting structure it might be possible to reorder them to achieve what you want.
To add to Lachlan's excellent suggestion. You could automate it with a helper column with a formula that would show if it's a parent or not.

Currently Triggering recurring workflows are only supported at the top of each hour. For instance 10:00, or 11:00, etc. Would like the ability to set 10:30 or 10:45.
