I have tried numerous ways of creating the new sheet I want to MOVE the rows too and I keep getting this message. The sheet is in the same workspace.
Any ideas?

You would need to delete all of the proofs. Then you should see the slider at the bottom that will allow you to turn it on and off.
Paul Newcome, that's what I did but the slider isn't there. This is all I see...
And you originally had the ability to enable it? That's odd. I would suggest reaching out to support.
Did your permissions change to the sheet?
Yes, I enabled it and we used proofing for a while but decided not to continue using it.
I'm the owner of the sheet so I don't think it would be an issue with my permissions.

@Andrew Coates Were you able to get help in disabling the Proofing to enable the workflow automation move/copy? I just had the same issue, had enabled Proofing, tried it on a test line, sent a review request, decided it was something we probably wouldn't use (we would want that capability in a word document, not PDF or image files), so deleted the proof .... and now no slider to turn it off.

Nicole's comment gave me an idea to test. I enabled proofing, sent out a request to myself, then deleted the doc from proofing hoping that it would be because of an outstanding request... No luck. As soon as I deleted the doc, the slider reappeared at the bottom of my sheet to disable.
At this point I suggest reaching out to support to see what they say...
@Paul Newcome @Nicole Twing I opened a ticket with support and it looks like they've now resolved the issue. Nicole, check to see if you have the enable/disable proofing slider now. It's appearing for me.
