Can columns be linked dependencies of each other instead of rows?

Trying to convert a sheet with row dependencies:

UX
Implement
Test

to a sheet that display the 3 milestones by row, across columns.

Feature | UX | Implement | Test | Risk

If we change date in UX, then implement and test dates are linked and move accordingly.
