COUNTIF of CHILDREN with HAS

I'm running into an issue with a formula that I'm trying to write that counts the results of a multi-dropdown column using the CHILDREN hierarchy.

=COUNTIF(CHILDREN([Event Tier]165), HAS(@cell, "Tier 1: Off-Site Event"))

I'm looking for any cells that contain the answer "Tier 1: Off-Site Event" for all the children of [Event Tier]165 which would include cells where there is more then one answer. With the formula above it I'm returning a value of 0 and can't figure it out.

Any help is much appreciated, thank you!

Try something like this.

=COUNTIF(CHILDREN([Event Tier]165), CONTAINS("Tier 1: Off-Site Event", @cell))

For some reason the total is still showing 0, it's not pulling the amount of Tier 1 with this formula. Thank you so much for your help!
