If Greater than formula

Hi, I want one cell (Max Capacity, total cell) to return "No" from a symbol drop-down list when another column (% Allocation, total cell) has a sum greater than or equal to 100. Also, return "Yes" when it is between 0-65, and return "Hold" when it is between 66-99.

Here's the example table that I have.

I tried formula for greater than 100 first and see if it works for a simpler statement and I'm getting Unparseable error.

=IF(([% Allocation]@row>value(100)), [Max Capacity]@row "No", [Yes])

Can you please direct me on how I should write the formula to make it work?
