Can I use Smartsheet's "voting" feature, within my organization to vote on in-house ideas?

Scenario: Looking to create a form where users can vote on submitted ideas
Conditions:
- Only allow to be voted once
- View popular voted items
- Allow users to vote on ideas

With a few different components, you should be able to achieve this. My initial thought process would be the following:
- Sheet for idea's list and current vote count/ sum per idea
- Separate intake sheet for votes with at least a dropdown list for the idea's and a dropdown list of users. The structure of this sheet will depend on whether you want to allow multiple idea's to be voted on at once or not.
- Formula to detect and remove/ archive duplicate entries
- Create a dashboard, report and/ or publish the ideas sheet for public viewing of popular ideas
Others may have an idea requiring less components
