the only difference between these two is "equal to" or "contains". Neither works.

It looks like you're changing the Task Bar (the yellow or green bar) for those rows. The Task Bar only shows in either Calendar View or Gantt View. It looks like you may want to change the paint can for the cells/rows instead:
