Multiple criteria for approval workflow

manually moved rows bounce back to original location
We have a gremlin! There have been two instances now where we manually move a row, smartsheet appears to be moving it, then it ends up back on the original smartsheet. The activity tracker shows the attempts on both smartsheets. Any idea why?
