Need to allow admins to easily move a report/file/etc. to another folder structure.

This is already possible, as long as your user is an Admin on the Workspace! If they are an Admin, then they can restructure the Workspace ogranization.
If I've misunderstood, can you give a few examples of what you're referencing?
