Try:
=IF(Status8 = "Complete", "Blue", IF([Due Date]8 < Today(), "Red", IF([Due Date]8 = Today(), "Yellow", IF([Due Date]8 > Today(), "Green"))))
edit: I'd also change to @row cell references. It'll make easier to copy.
