I need to show the proposed start/end dates in the program to my client. He also wants to see actual start/finish dates. Is it possible to do this?

It sounds like you're looking for functionality similar to baseline in Smartsheet. You can mimic this functionality with the steps in our blog article: https://www.smartsheet.com/blog/quick-guide-mimicking-baseline-functionality-smartsheet
We currently don't have a way to represent baseline in the Gantt chart but I've got your vote down for this on our enhancement request list for further consideration.
