I have a portable keyboard that doesn't have the insert key. Is there a way i can reprogram or change the create new row hotkey?

Try turning OFF the NumLock and then pressing 0 in the keypad area.

That's where I would go next.
Also, you could try Autohotkey for key remapping.
As Preston said, a key remapping/macro program may be your best bet. If you are on OSX (Mac) Autohotkey will not work, but there are easily found alternaitves with a quick Google!
awesome! I used keytweak to make f9 insert and everything is perfect! Would recommend it for anyone who has this challenge, and thank all of you so much
